About Us
Zibabwe Rural District Council is a rural local government arm in Kwekwe District created under the Rural District Councils Act: Chapter 20.13.[1][2] It was formed from the amalgamation of the former Kwekwe Rural Council and the Mashambazhou District Council in 1993. An RDC is the administrative equivalent of an urban town council, but for a rural area. ]
The district is subdivided into 33 wards, and the registered villagers in each ward elect a councillor to represent them at the district level in the Rural District Council (RDC).
A district is administered by both the district administrator (DA) and the council (RDC). The DA exerts considerable influence within council. He is a senior civil servant employed according to the Public Service Commission regulations. He attends council meetings as a non-voting observer and adviser. Unlike councillors, the DA has significant powers outside the council, in as much that he is involved in the appointment of chiefs.
The Rural District Council is the only democratic rural local governance body at the district level. Its members are elected as provided by the constitution (2013 Constitution section 275.2.b) and all so elected from each ward form a rural district council which is the equivalent of the urban town council.
Each elected councillor chairs the Ward Development Committee (WADCO or WDC) at ward level. Other members of the WADCO are locally appointed from committee members of village development committees (VIDCO).

Information and Communication Technology (ICT)
The ICT section Headed by the ICT Manager and its responsibilities include:
- Managing all Council ICT Infrastructure.
- Formulate and Maintain ICT Policy, Procedure Manuals and other ICT documentation.
- Organize in house ICT training for Council employees
- Enforce the use of technology in cost cutting measures as well as ensuring efficiency in revenue collection.
- Integration of Zibagwe Rural District Council office via wide area network.

ROADS AND WORKS DISTRICT ENGNEER MAGAYA
Water and Sewerage
Headed by Water and Sanitation Engineer, the division has two sections:
Water
Responsible for design, construction, operation and management of potable water infrastructure and services thereof.
Sewerage
Responsible for design, construction, operation and management of wastewater (sewerage) infrastructure and services thereof.
Roads
Responsible for design, construction, operation and management of roads, storm water drains,
Mechanical Workshops
The Division is headed by a Mechanic and is responsible for management and maintenance of Council vehicle fleet, plant and equipment.
6. Projects
The section headed by the projects engineer and is responsible for the implementation of council projects and maintenance of council buildings.
HR& Administration
The section is headed by the Human Resources Manager. The Section is responsible for the following:
- Formulating and implementing human resources strategy and policy.
- Salaries and Payroll Administration.
- Ensuring adherence to Council’s condition of services and code of conduct.
- Recruiting and retaining skilled, well qualified and experienced staff.
- Job grading exercise.
- Ensuring that employees adhere to health, safety and wellness standards.
The section is responsible for the following:
- Preparing and distributing agendas and notices for all Council Meetings.
- Preparing and distributing minutes of the proceedings of the council and its committees.
- Following up on the auctioning of resolutions to ensure compliance in implementation of the same.
- Binding and indexing Council minutes with a view to maintain up to ate records.
- Handling internal and external correspondences.
- Filling of Council documents.
- Organizing civic functions and receptions.
PROCUREMENT
Functions of the PMU includes:
- Planning the procurement activities.
- Selecting the appropriate procurement methods
- Procure of all Council requirements
- Managing procurement contracts.
Internal Audit section
Headed by the internal Auditor, the sections provide internal audit services to the Council and ensures the reliability, adequacy an integrity of financial information to the stakeholders, and also responsible for the following:
- Providing internal audit services to Council.
- Ensuring reliability, adequacy and integrity of Council’s finances.
- Ensuring compliance with all Council Policies, procedures, regulations, especially in terms of financial management.
- Ensuring that departmental operations are conducted in an economically efficient and effective manner.
- Ensure accomplishment of established goals and objectives for operations or programs.
- To safeguard and ensure physical existence of Council assets and minimal losses.

The section is responsible for the following:
- Creating planning framework for the district development/expansion/growth.
- Land management and land banking.
- Preparation of long and short term plans.
- Preparation of layout plans for various land issues; viz.
- Preparation of site plans for various land uses for small schemes/ individual stands.

Building Inspectorate
The section is responsible for:
- Management and control of the development process.
- Building Plans Management.

Building Maintenance

- Maintenance work for building-related requirements on all Council properties.
